Mobile plant and vehicle movements remain one of the most significant risks on construction sites. Dumpers, telehandlers, excavators, delivery lorries, forklifts and vans all create the potential for people to be struck, crushed or trapped—particularly where pedestrian routes and vehicle routes overlap.

The law requires construction sites to be organised so that pedestrians and vehicles can move around safely. Routes must be suitable for the people and vehicles using them, properly maintained and kept clear. This means traffic management cannot simply rely on drivers being careful or pedestrians wearing high-visibility clothing. The most effective control is to separate people and moving vehicles wherever reasonably practicable.

Site conditions change constantly. New work areas, excavations, deliveries, material storage, changing trades and temporary access routes can all create new conflict points. A safe arrangement at the start of the week may no longer be safe after the site layout changes.

Reversing is a particular concern. HSE states that nearly one quarter of workplace transport deaths involve reversing vehicles. Operators can have significant blind spots, especially when carrying loads, working near structures or operating larger items of plant. Pedestrians may assume that a driver has seen them when they have not.

Everyone has a part to play:

  • Site managers must provide a safe traffic-management arrangement.

  • Supervisors must check that routes remain safe as work progresses.
  • Operators and drivers must follow agreed routes, speed limits and marshal instructions.
  • Pedestrians must use designated walkways and avoid shortcuts through operational areas.
  • Visitors and delivery drivers must receive a clear site induction before entering work areas.

A well-managed site makes the safe route the easiest route to follow. If people are regularly walking through vehicle areas, or vehicles are regularly crossing pedestrian routes, the system needs reviewing.

 

A Traffic Management Plan People Can Follow

A traffic-management plan should be a live working document, not something prepared at mobilisation and then left in a folder. It should be reviewed whenever the site layout, phase of work, delivery pattern, routes, workforce or type of plant changes.

HSE guidance explains that safe site traffic control depends on a combination of suitable vehicles, safe road layout, signs and markings, clear procedures and effective training. A good plan should show how deliveries enter and leave site, where vehicles turn, reverse, load and unload, and how pedestrians reach welfare facilities, work areas and emergency exits without entering vehicle routes.

The safest arrangement is to provide separate pedestrian and vehicle entrances wherever reasonably practicable. Pedestrian routes should be direct, firm, level, well maintained and positioned where people genuinely need to walk. If designated walkways are inconvenient or blocked, people will take shortcuts, often placing themselves in vehicle danger zones.

 

Where vehicle and pedestrian routes have to cross, the crossing point should be planned rather than left to chance. It should be clearly marked, adequately lit and provide pedestrians with a clear view of approaching vehicles. Physical barriers, kerbs, guardrails or other robust segregation should be used where possible to prevent people drifting into vehicle areas.

 

The plan should also identify:

  • Pedestrian entrances, walkways and crossing points.
  • Vehicle entrances, exits and one-way systems.
  • Delivery holding and waiting areas.
  • Loading and unloading zones.
  • Reversing and turning areas.
  • Plant parking and refuelling areas.
  • Emergency access routes.
  • Areas where marshals are required.
  • Exclusion zones around major operations.

 

Routes must also be suitable for the largest anticipated vehicle. HSE advises that sites using large goods vehicles need adequate route width and turning space, with reversing avoided wherever possible. Deliveries should be planned so that vehicles are not competing for space with pedestrians, mobile plant or other deliveries.

Reversing, Blind Spots and Marshalling

The best way to control reversing is to eliminate it. One-way systems, turning circles, drive-through loading areas and delivery arrangements that allow vehicles to leave in a forward direction are all better options than relying on reversing controls.

Where reversing cannot be avoided, it must be planned and managed. Reversing areas should be clearly identified, well lit and protected from pedestrian access. HSE advises that non-essential personnel should be excluded from areas where reversing is taking place.

Cameras, mirrors, reversing alarms and proximity-warning systems can help, but they do not remove the need for a safe site layout. Alarms may not be heard in noisy environments and cameras do not remove blind spots completely. Technology should support a safe system, not replace it.

 

Where a marshal is required, the driver and marshal must understand the agreed signals before the manoeuvre begins. The marshal must remain in a safe location, outside the vehicle’s travel path and where the driver can see them at all times. The marshal must never stand behind a reversing vehicle or place themselves between a vehicle and a fixed object.

The simple rule is:

 

If the driver loses sight of the marshal, the vehicle must stop.

Drivers should also stop if pedestrians enter the manoeuvring area, if the route becomes blocked, or if the planned movement cannot be completed safely. It is always better to stop, reassess and reposition than to continue with an unsafe manoeuvre.

Supervisors should pay particular attention to reversing during deliveries, waste collections, concrete pours, plant movements between work areas and end-of-shift activity. These are periods when traffic routes can become congested and normal site arrangements may break down.

 

Plant Condition, Operators and Daily Control

Safe vehicle movements depend on safe, suitable and properly maintained plant. Operators must be competent, authorised and familiar with the particular machine they are using. They must understand the site traffic-management plan, speed limits, exclusion zones, pedestrian routes and any restrictions on where plant can operate.

Pre-use checks should be completed before plant is put into service. These checks are not a paperwork exercise: they identify defects before equipment enters a busy work area. Construction Plant-hire Association guidance, for example, expects competent MEWP operators to carry out pre-use and function checks before operating, at the start of the shift or when taking over responsibility for the machine.

Pre-use checks should cover, where applicable:

  • Brakes, steering and controls.
  • Tyres, tracks and wheels.
  • Lights, beacons, mirrors and cameras.
  • Reversing alarms and warning devices.
  • Seatbelts and restraints.
  • Guards, handrails and access steps.
  • Hydraulics, fluid leaks and attachments.
  • Visibility from the operator position.
  • Fire extinguishers and emergency equipment.

 

Defective plant must be reported immediately and taken out of use where the defect could affect safe operation. Operators must not attempt temporary repairs or continue using a machine with faulty brakes, steering, visibility aids, alarms, restraints or attachments.

Plant should be parked on firm, stable ground and away from pedestrian routes, excavation

edges, public boundaries and emergency access routes. When unattended, attachments should be lowered, controls isolated and keys removed. Plant must not be left in a position where it could roll, be accessed by unauthorised people or obstruct emergency routes.

 

Delivery drivers should not be expected to understand site arrangements automatically. They should be briefed before entering operational areas, told where to wait, where to report, which route to follow and whether a marshal is required.

 

Use this quick check as part of daily site inspections:

  • Does the traffic-management plan match the physical site layout today?
  • Are pedestrian routes clear, direct, firm and free from stored materials?
  • Are pedestrian and vehicle routes physically separated wherever reasonably practicable?
  • Are crossings clearly marked, visible and adequately lit?
  • Are delivery, loading, unloading and waiting areas clearly defined?
  • Can the largest expected vehicles enter, turn and leave safely?
  • Is reversing avoided wherever possible?
  • Where reversing is necessary, is there a defined and protected reversing arrangement?
  • Are marshals competent, visible and positioned safely?
  • Have route changes been communicated to drivers, operators, workers and visitors?
  • Are emergency routes kept open and clear?
  • Are plant operators carrying out pre-use checks and reporting defects?

Stop and Rethink

Stop the operation and review the arrangement if:

 

  • A pedestrian has to enter a vehicle route because their designated walkway is blocked.
  • Road construction with traffic cones and barriers.A vehicle is reversing without an agreed control system.
  • The driver cannot see the marshal.
  • The marshal is standing in a vehicle danger zone.
  • The route is congested, poorly lit, muddy, uneven or unsafe.
  • Weather conditions have reduced visibility or made ground conditions unsuitable.
  • A delivery conflicts with busy pedestrian periods, such as breaks or shift changes.
  • A plant defect affects steering, braking, visibility, alarms, restraints or attachment security.
  • The site layout has changed but the traffic-management plan has not.

 

Mobile plant and vehicle movements should never be treated as routine. Good planning, physical segregation, competent supervision and a willingness to stop unsafe activity are the most reliable ways to prevent people being struck, trapped or crushed on site.

 

Telehandler driver sentenced after fatal reversing incident

In June 2024, a self-employed telehandler driver was moving materials on a construction site in Cheshire when he reversed over a colleague, causing fatal injuries. HSE’s subsequent investigation led to the driver pleading guilty to breaching Section 3(2) of the Health and Safety at Work etc. Act 1974.

At Warrington Magistrates’ Court on 11 August 2026, the driver received a 12-week prison sentence, suspended for 12 months. He was also fined £800 and ordered to pay £2,000 in costs.

 

This is a stark reminder that reversing must never be treated as routine. Site teams should first look to eliminate reversing through one-way systems, turning space and delivery arrangements. Where that is not reasonably practicable, the manoeuvre needs a clear exclusion zone, suitable separation from pedestrians, and an agreed system of control.
